I have a Trenton anvil that I want to repair. I am not sure what kind of tool steel is used for the face. How would you guys I suggest fix it and what to use.

7018 works good for the chips. Most say use a hard surface rod but it chips like cast steel. I would use 1/8" 7018 as hot as your welder goes.

If I do that, do I need to reharden the anvil?

No just do 1/2 to 3/4 inch beads so you don’t over heat the original top plate
